Racking up quotas

Heehee. There's a license tag and inspection sticker sting going on at the intersection where my work is located. There are 2 officers for each direction of traffic hanging out and issuing tickets. At first I thought they were doing some kind of donation drive like the firemen do each year. Well, I guess it is a type of money drive, they're just asking in a more indirect manner.
