Why on fucking earth do we allow riders and amendments to bills? A bill should be concise and specific to a topic of discussion. There should be absolutely no reason to pass or not pass a bill because someone tagged on something that has absolutely nothing to do with that bill. Likewise, it should be illegal to get something passed that has not been debated upon simply because it got tagged on to a bill that everyone knew would get passed.
